APES Short Courses 2026

The Portuguese Association of Health Economics (APES) is pleased to announce the 2026 edition of its Short Courses. These online sessions, delivered in English by internationally recognised experts, offer an excellent opportunity for researchers, students and professionals to deepen their knowledge and skills in key topics in health economics.

This year’s edition includes two courses. Special conditions apply to those who register for both courses.

🔹 Course: Value of Information (VoI)

📅 Date: Wednesday, September 30, 2026 | 🕓 16:00–19:00 (WEST – Lisbon time)

👤 Instructor: Marta Soares (University of York)

This short course explores why uncertainty matters in healthcare resource allocation decisions and how Value of Information (VoI) can be used to quantify the value of reducing uncertainty in economic models. Marta Soares will introduce the fundamental concepts of VoI and explain how these methods can be applied to healthcare decision-making.

Participants will learn about key VoI metrics, including Expected Value of Perfect Information (EVPI) and Expected Value of Partial Perfect Information (EVPPI), and their use in informing adoption decisions and prioritising research studies. The course combines theoretical and practical components and includes an applied practical component.


🔹 Course: Health Inequality Measurement, Aversion & Evaluation

📅 Date: Wednesday, October 7, 2026 | 🕙 10:00–13:00 (WEST – Lisbon time)

👤 Instructors: Tom Van Ourti (Erasmus University Rotterdam), Owen O’Donnell  (Erasmus University Rotterdam)  and Matthew Robson (University of York)

This short course explores the measurement of health inequality, the elicitation of inequality aversion, and the application of these concepts to the distributionally sensitive evaluation of cost-effectiveness and population health.

Participants will learn the computation, normative foundations and limitations of rank-dependent health inequality measures, distinguish health inequality from health inequity, and be introduced to a budget-set experiment designed to elicit preferences for health inequality. The course will also demonstrate how health equity weights can be incorporated into distributional cost-effectiveness analysis and population health evaluation using a dominance-based approach grounded in general ethical principles. Participants will have the opportunity to complete the online experiment in advance and compare their results during the session.

Each course costs €40 for APES members and €90 for non-members.
