Francisca Vargas Lopes

Vice Presidente da APES desde 2023, Francisca Vargas Lopes é mestre em International Health Policy and Health Economics pela London School of Economics and Political Science, e mestre em Ciências Farmacêuticas pela Faculdade de Farmácia da Universidade de Lisboa. Receberá em breve o seu doutoramento pela Erasmus University Rotterdam (orientação partilhada pelo departamento de Saúde Pública do Erasmus Medical Center e pela Erasmus School of Economics). Exerce actualmente a atividade de Health Policy Researcher na Health Division da OCDE, que acumula com uma posição de Professora Auxiliar na Erasmus School of Health Policy & Management.
Iniciou a seu percurso profissional ao serviço do Centro de Medicina Baseada na Evidência, da Faculdade de Medicina da Universidade de Lisboa em 2013, tendo ainda exercido funções no think-thank Nuffield Trust e no National Audit Office, em Londres, e nas multinacionais de indústria farmacêutica Pfizer UK e Merck Sharp & Dohme Portugal.
Até 2023, exerceu os cargo de Vogal da Direção (2021-2023) e Secretária da Mesa de Assembleia Geral (2018-2021) dos órgãos sociais da APES. Foi também membro do Comité de Investigadores em Início de Carreira (CIIC) da Associação.
Interesses e actividades exercidas na área da economia da saúde
A sua investigação dedica-se aos tópicos da saúde mental, desigualdades em saúde e em cuidados de saúde e desenvolvimento de evidência para informar política pública. A maior parte do seu trabalho utiliza metodologias quasi-experimentais e dados administrativos para avaliar intervenções e programas em contexto observacional, procurando avaliar em particular o impacto em subgroupos mais vulneráveis da população.

Vice President of APES since 2023, Francisca Vargas Lopes holds a master’s degree in International Health Policy and Health Economics from the London School of Economics and Political Science, and a master’s degree in Pharmaceutical Sciences from the Faculty of Pharmacy of the University of Lisbon. She will soon receive her PhD from Erasmus University Rotterdam (supervision shared by the Public Health department of the Erasmus Medical Centre and the Erasmus School of Economics). She is currently a Health Policy Researcher at the Health Division of the OECD, which she combines with a position as Assistant Professor at the Erasmus School of Health Policy & Management.
She began her professional career at the Centre for Evidence-Based Medicine of the Faculty of Medicine of the University of Lisbon in 2013. Francisca also held positions at the think-thank Nuffield Trust and the National Audit Office, in London, and at the multinational pharmaceutical companies Pfizer UK and Merck Sharp & Dohme Portugal.
Until 2023, she was a member of the Board (2021-2023) and the Secretary of the General Assembly (2018-2021) of the APES. She was also a member of the Early Career Researchers Committee (CIIC).
Interests and activities in the field of health economics
Francisca’s research is dedicated to the topics of mental health, health and healthcare inequalities and the development of evidence to inform public policy. Most of her work uses quasi-experimental methodologies and administrative data to evaluate interventions and programmes in an observational context. These evaluations are often performed with a focus on the most vulnerable groups, quantifying distributional effects by socioeconomic status.
